In 1999, ASR pioneered a methodology to help county and municipal housing authorities conduct their point-in-time (PIT) homeless assessments. ASR’s methodology has been cited as a best practice by the US Department of Housing and Urban Development (HUD).   Every two years, ASR conducts between 10-14 PIT counts for various locales in the Western United States.
