Thrive by Three initiative aimed to improve outcomes for children in Santa Cruz County

ASR is the evaluator of the Thrive by Three (TBT) Fund, an initiative launched by the County of Santa Cruz in 2017 to improve outcomes for the county’s youngest and most vulnerable children, prenatal through age 3, as well as their families.

The first three years of life provide the greatest window of opportunity to build a strong foundation for lifelong health and wellbeing.

Under the leadership of First 5 Santa Cruz County, Thrive by Three addresses three general areas of need for young children and their families:

  1. TBT supports additional staffing and resources for home visiting programs and child care providers.
  2. TBT is working with multiple agencies to develop a centralized eligibility and entry process for families to access home visiting services, child care, and psychosocial services.
  3. TBT is engaged in an array of long-term steps to establish and sustain an overall a system of care for the county’s youngest and most vulnerable children.

As the evaluator, ASR has supported Thrive by Three through the development of a long term evaluation plan and methods for data collection, documenting baseline outcomes and preliminary results, and providing recommendations to the TBT Advisory Committee. ASR will continue to serve as the evaluator of Thrive by Three during its second year of implementation in 2018-2019.
